The Ministry Of Tourism, Civil Aviation and Culture, and the Belize Tourism Board are seeking professional consulting services to carry out a Tourism Taxation Review of the industry as a project under component 2 of the Sustainable Tourism Program.

The overall goal of the project is to evaluate existing government policy and taxation on the entire tourism industry and its components, with recommendations and actions to strengthen the taxation system and its administration, to better enable Belize tourism to compete within the global marketplace, increase profitability of tourism businesses and attract new investments, while achieving adequate tax revenue returns for the Government.

The consultancy will consist of an analysis of the existing tax structure applicable to the tourism industry and recommendations, if appropriate, for revision to foster competitiveness, investor confidence, and sustainability for the tourism sector including a tourism taxation action plan.

A full scope of work and deliverables is outlined in the Terms of Reference. Time frame for the study is 4 months with work anticipated to begin October 2010.

Requirements:

Applicants should hold a minimum of a Masters Degree in Economics, and a minimum of ten years of consulting experience in the area of tax policy and analysis. Preference will be given to consultants with a Doctorate in Economics and specialization in Public Finance. Successful applicants must be able to speak and write English fluently. A working knowledge of tourism and economic review in Belize and the neighboring regions will be an asset.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (current edition) and is open to all eligible bidders as defined in the policies.
