Title: San Pedro Sunset Boardwalk and Water Taxi Terminal
#: IFB003/11

1) This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no: 757 of 31 July 2009.

2) The Government of Belize through the Ministry of Tourism, Civil Aviation and Culture (MTCAC) has received financing from the Inter-American Development Bank (IDB), toward the cost of the Belize Sustainable Tourism Program and intends to apply part of the proceeds of this loan to payments under the Contract for San Pedro Sunset Boardwalk and Water Taxi Terminal #CCS005.

3) The Belize Tourism Board (BTB) now invites sealed bids from eligible and qualified bidders for the works associated with the construction of the San Pedro Sunset Boardwalk and Water Taxi Terminal, Ambergris Caye, Belize encompassing the waterfront development to be constructed along the 66ft public frontage stretching from its intersection with Caribena Street southwards towards Buccaneer Street as well as the reclamation and rehabilitation of the Football Field and the introduction of a new International Water Taxi Terminal on the Lagoon. Several components that make up this development are:

  • Leasable Piers and support structures: Provide 10,630 SF of Pier for traditional users of the area
  • Leasable structures and fish cleaning stands
  • (3) Boat Launching Platforms
  • (1) Off-loading pier structure to service the community
  • Boardwalk areas of wood/composite wood material of local character, landscaping and lighting
  • +/- 800 LF of Promenade: 6 ft wide concrete
  • +/- 20,000SF International Water Taxi Terminal: Ticketing, restrooms, offices, vending, shaded seating, boat landings, safety stations, lighting
  • Sports Field Rehabilitation of 2.2 acres: Perimeter wall for entry control, taxi stands and services
  • Regain through access of existing road outside of new field

The construction period is 16 months ending April 2013.

4) Bidding will be conducted through the International Competitive Bidding (ICB) Procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Works and Goods financed by the Inter-American Development Bank, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6) Qualifications requirements include:

a) an average annual billing of construction work over the period of 5 years at a minimum multiple of (.75) based on the estimated construction cost of the Project.

(b) experience as prime contractor in the construction of at least (1) works of a nature and complexity equivalent to the Works over a 5 year period (to comply with this requirement, works cited should be at least seventy (70) percent complete);

(c) show that it can ensure the timely availability (own, lease, hire, etc.) of essential equipment

(d) hire a Contract Manager with five years’ experience in works of an equivalent nature and volume, including no less than three years as Manager; and

(e) liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than Bz $500,000.00

Note: A consistent history of litigation or arbitration awards against the Applicant or any partner of a JVCA (Joint Venture, Consortium or Association) may result in disqualification.

A margin of preference for eligible national contractors shall not be applied.

7) A complete set of Bidding Documents in English may be requested free of cost by interested bidders on the submission of a written Application to the address below. The Bidding Documents will be sent by electronic mail (but both hard copy and digital bid submissions will be required)

8) Bids must be delivered to the address below at or before Monday, January 16, 2012, 12:00 noon. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend in person or on-line at the address below at Monday, January 16, 2012, 3:00 p.m.

9) All bids must be accompanied by a Bid Security issued by a bank or by a surety using the form for bid security (bank guarantee or bid bond) included in Section X Security Forms. The Bid Security shall be TWENTY THOUSAND BELIZE DOLLARS or an equivalent amount in a freely convertible currency.
